Description

The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of specific statements of the duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

Supervises, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals.

Coordinates daily work activities; organizes, prioritizes, and assigns work; establishes deadlines and schedules; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise; and coordinates training activities.

Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.

Conducts meetings with employees to improve upon fleet processes and procedures and to ensure all fleet operations are consistently managed.

Assists in developing/implementing division budget; monitors expenditures; and seeks grants for specialized programs.

Develops and implements long and short term goals for the division.

Monitors internal procedures and management systems for control and utilization of City vehicles and equipment.

Reviews/monitors division work methods to improve productivity; allows for flexibility in work activities by developing contingency plans for crisis situations and anticipating variations in work flow.

Gather and analyze operations and financial data regarding Fleet operations; utilize the Fleet's information management system.

Supervises fleet maintenance activities; monitors use of fleet; establishes fleet policies; monitors fleet maintenance through review of computer reports; oversees fueling station and monitors fuel usage of all fleet vehicles.

Communicates with users regarding vehicle/equipment problems, costs, and completed work; estimates costs of vehicle repairs and overhauls; secures estimates from body repair shops for City vehicles involved in accidents; processes completed work orders for billing; and implements procedures to facilitate preventive maintenance.

Supervises, plans, monitors, and inspects work of mechanics in repairing/maintaining City vehicles and equipment; supervises the diagnosis and troubleshooting of mechanical problems; provides input or assistance on complex or problem repairs; supervises routine and preventive maintenance work. 

Responsible for disposal of obsolete and under-utilized Fleet assets.

Ensures that staff follow safety procedures, utilize safety equipment, and monitor work environment to ensure safety of employees and other individuals; inspects equipment and work areas to prevent accidents.

Manages inventory of division equipment, parts, tools, and supplies; initiates orders for additional or replacement items; compares prices of replacement parts to ensure best price/quality; coordinates repair/replacement of obsolete or malfunctioning equipment; prepares specifications for purchase of vehicles and equipment; recommends expenditures for fleet purchases and maintenance.

Maintains compliance with Vehicle Replacement Schedule, recommend order of priority and selection of replacement fleet assets; oversee preparation and processing of requisitions for replacement or purchase of fleet assets.

Establish appropriate charge rates for fleet maintenance and repair; supervise the billing process; recommend vehicle maintenance and replacement budgets for City owned vehicles. Develop recommendations for establishing and maintaining a vehicle replacement fund.

Responsible for preparation of specifications for City vehicles and equipment; assure new vehicles meet specifications; recommend vehicles/equipment for disposal based on usage, age and condition.

Oversees maintenance of logs, service records, warranty records, and other documentation.

Prepares or completes various forms, reports, correspondence, schedules, work orders, work estimates, vehicle maintenance reports, purchase orders, specifications, performance appraisals, or other documents.

Receives various forms, reports, correspondence, work orders, vehicle maintenance reports, invoices, payroll lists, budget reports, publications, manuals, diagrams, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a computer to retrieve, review, enter, or modify data; utilizes database, diagnostic or other software programs.

Reviews vehicle utilization and provides feedback to departments and stakeholders on vehicle needs.

Provides input for alternative fuel technology.

Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

ADDITIONAL FUNCTIONS

Participate in training and certifications as required by FEMA for emergency management. Participate as part of the City's Emergency Response team in the case of declared emergencies.

Provides assistance or coverage to other employees as needed.

Performs other related duties as required.

Effectively communicates with supervisor, employees, other departments, contractors, engineers, utility companies, vendors, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Accurately and expeditiously receives and delivers messages and information to the appropriate individuals.

Ability to prepare accurate and thorough written records and reports.

Ability to understand and quickly and accurately follow brief oral and written instructions on moderately complex matters.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of modern practices in fleet management administration.
  • Knowledge of modern management and supervisory techniques.
  • Knowledge of the principles and techniques of mechanics; products, tools, and characteristics of equipment.
  • Ability to evaluate equipment to determine economic benefit of repair or replacement.
  • Ability to plan, prioritize, schedule, and supervise the work of others.
  • Ability to establish and maintain effective working relationships with other City departments, subordinates, superiors, other public agencies, and vendors.
  • Ability to review, analyze, and interpret data and to formulate action plans.
  • Skill in the transmittal of both written and oral information.
  • Skill in the use and operation of a personal computer.
  • Knowledge of Federal, County, and State regulations relating to fleet operations and facilities.
  • Ability to plan, delegate, and coordinate the work of City staff, contractors, and State and County inspections.
  • Knowledge of municipal departmental operations and their relationship to overall City objectives and goals.
  • Knowledge in budgeting, fleet forecasting and fuel management.


Requirements

Minimum Qualifications:

  • Bachelor's degree in Public Administration, Business Administration, Fleet Management, or related field
  • Six (6) years of previous experience in Fleet Management of which includes three (3) years supervisory experience including fleet administration, budgeting, fleet forecasting, fuel management, automotive repair/maintenance, vehicle purchasing, and fleet supervision
  • Must possess and maintain a valid State of Florida driver's license

Preferred Requirements:

  • Certified Automotive Fleet Manager
  • Commercial Class B Driver's License (CDL)

PHYSICAL & SENSORY REQUIREMENTS / ENVIRONMENT FACTORS

Physical Ability:  Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (20 pounds).

Sensory Requirements:  Tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals.  Tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, bright/dim light, machinery, vibrations, electric currents, traffic hazards, toxic agents, disease, or pathogenic substances.
